Expert Reactions and Government Response

Liz Sayce, a disability rights expert, expressed relief that the reassessment exercise is beginning. "I'm pleased [the DWP] are getting going with the reassessment exercise. That it is happening is the result of everything carers have worked for and the Guardian has been reporting on," she said.

Kirsty McHugh, chief executive of the Carers Trust, welcomed the government's commitment to addressing historic mistakes. "Carers Trust warmly welcome the Government's willingness to get on with the reassessment exercise and undo historic mistakes. This will have a huge impact on thousands of unpaid carers who were penalised for no fault of their own," she stated.

McHugh noted that the government has accepted most recommendations from the Sayce Review, with £75 million allocated in last year's Budget to rectify errors.

Campaigning and Future Reforms

Helen Walker of Carers UK highlighted that the organization has campaigned on Carer's Allowance overpayments for over seven years. "We have heard from hundreds of carers who have experienced severe financial strain and emotional distress as a result," she explained.

As Carer's Allowance marks its 50th anniversary, Walker encouraged further government exploration of reform options. "This is sorely needed to ensure that it properly supports and recognises the contribution of unpaid carers, while protecting them from financial hardship," she emphasized.

The reassessment process represents a critical step in addressing systemic failures, with local carer services preparing to support affected individuals as exercises commence.
