This inquiry highlighted broader concerns about how sanctions might disproportionately affect those in precarious situations.

Dame Diana Johnson, Labour MP for Kingston upon Hull North and Cottingham, provided the department's official response. She emphasized that Universal Credit's primary objective is to support unemployed individuals or those with low incomes to find employment, increase earnings, or prepare for future work opportunities.

Claimants are generally expected to undertake specific work-related activities in exchange for financial support, with these requirements being agreed upon through discussions between claimants and work coaches. Sanction Application Process

According to the DWP statement, sanctions only apply when claimants fail to complete agreed activities without providing valid reasons. Before any sanction decision is finalized, claimants must be given the opportunity to explain their circumstances. The department has implemented multiple safety measures to protect vulnerable individuals:

  • Verifying whether claimants' circumstances have changed and if requirements remain reasonable
  • Considering whether claimants have completed alternative activities that fulfill requirements
  • Reviewing known vulnerabilities and their impact on meeting obligations

Support Systems for Sanctioned Claimants

The DWP has established a system of recoverable hardship payments for sanctioned claimants who can demonstrate an inability to meet essential needs. These critical needs include heating, food, and hygiene products, providing a safety net during difficult periods.

Alignment with Violence Against Women Strategy

The department is strengthening its commitment to the Violence Against Women and Girls Strategy, aligning with broader government efforts to combat sexual exploitation. This includes enhanced training and guidance for frontline staff and Domestic Abuse Single Points of Contact, improving their ability to recognize and respond to various forms of exploitation.

Additionally, the DWP is implementing a comprehensive five-year safeguarding plan following a Written Statement from December 2025, further reinforcing protections for vulnerable benefit claimants across the Universal Credit system.
