A fresh planning application has been lodged to convert a seven-bedroom family house in Grange Road, Olton, into a children's care home. Applicant New Focus Child Care Limited submitted the application on July 29, following two previous attempts that were refused by Solihull Council.
Previous Applications Refused
The company had earlier applied for a certificate of lawful development, which would have meant planning permission was not needed for the change of use. However, in January, Solihull planners refused permission for a care home for five children, and in June, a follow-up application for four children was also refused.
On both occasions, Mark Andrews, the council’s head of planning, design and engagement services, issued decision notices stating that the proposed change of use would constitute a material change requiring full planning permission.
Details of the New Application
The latest application, reference PL/2026/01412/PPFL, seeks permission for a care home for four children aged eight to 17, cared for by five staff. Few details are included in the initial submission, but a parking statement asserts that the detached property has substantial on-site parking for approximately eight to nine vehicles.
The statement says: “This is sufficient to accommodate the maximum of five staff vehicles, the home's vehicle and planned professional visitors without reliance on on-street parking. Staff shift handovers will be staggered so that the maximum staffing level is not exceeded, neighbouring access remains clear and unnecessary late-night vehicle movements are avoided.”
