A proposal has been submitted to Solihull Council to convert a family home on Delrene Road in Shirley into a care home for two children aged between five and 17. The applicant, Manawar Hussain, argues the home is needed due to a shortage of children's care homes across the borough.
Details of the Proposed Care Home
The ground floor would feature a kitchen/dining room, a communal lounge for children and staff, and a staff sleepover room. The first floor would include two children's bedrooms, a staff office, and a bathroom. The property has two parking spaces, which the applicant says ensures no reliance on on-street parking.
A planning statement notes: “The home will be registered with Ofsted and will care for children with emotional and/or behavioural difficulties, learning difficulties, and/or sensory impairment. Children will be cared for on a medium-to-long-term basis, enabling them to integrate properly into the Shirley community, build stable relationships with their carers and environment and access local education and services.”
Need and Impact
The applicant highlights that Solihull Council is “expected to approach this application positively and supportively, giving significant weight to the pressing need for children’s home placements within the borough.” It is also stated that there is “no unacceptable concentration or clustering” of children’s homes in the immediate locality. The statement adds: “The level of activity, vehicle movements, and pattern of comings and goings will not be materially different from those of a typical family household of two staff and two children. No adverse impact on residential amenity, highway safety, or the character of the area will result.”
