New rules for Personal Independence Payment (PIP) and Disability Living Allowance (DLA) claimants using the Motability Scheme in Scotland will take effect on September 1, 2026, following a delayed rollout under Prime Minister Andy Burnham. The changes, already enforced in England under Sir Keir Starmer’s government and Chancellor Rachel Reeves, now align Scotland with the rest of the UK after a postponement.
Key Changes for New Lease Packages
For orders placed on or after September 1, 2026, the terms for new lease packages will be significantly altered. Under the three-year lease, claimants will receive 30,000 miles of coverage, up to six tyre replacements (including up to four for damage), a 25 pence excess mileage fee (including standard rate VAT), and a £22 VE103 admin fee to take the car abroad to the European Union. Previously, the same lease offered 60,000 miles, up to eight tyre replacements, a 5 pence excess mileage fee (plus standard rate VAT), and no VE103 admin fee.
For a five-year Wheelchair Accessible Vehicle (WAV) lease, the new package provides 50,000 miles, up to 10 tyre replacements (with a maximum of six for damage), a 25 pence excess mileage fee (including standard rate VAT unless VAT relief applies), and a £22 VE103 admin fee for taking the WAV abroad. This contrasts sharply with the previous allowance of 100,000 miles, up to 10 tyre replacements, a 5 pence excess mileage fee (plus standard rate VAT), and no admin fee for foreign travel.
Government and Official Reactions
Transport Secretary Heidi Alexander earlier in November expressed her comfort with removing “really high-end cars” from the scheme, indicating a focus on cost control and accessibility. Andrew Miller, Chief Executive of Motability Operations, described the scheme as a “lifeline to freedom and independence” for its customers, adding that they “want to do even more to support the economy” going forward. The adjustments aim to balance sustainability with the needs of disabled motorists, who predominantly rely on PIP and DLA benefits to access the scheme.
