Expanded Warm Home Discount Announced

Outgoing Prime Minister Sir Keir Starmer has confirmed that around six million households will receive a £150 Warm Home Discount (WHD) this winter, following rule changes that expand eligibility. The discount provides a one-off reduction on energy bills, targeting the poorest and most vulnerable households during the coldest months.

New Eligibility Criteria

The WHD now applies to all households receiving Universal Credit, whereas previously only some claimants qualified. Additionally, some of the poorest pensioners and those on benefits such as Housing Benefit and Employment and Support Allowance (ESA) will also receive the support. This expansion brings an extra three million households into the scheme, doubling the previous total.

Timing and Impact

Eligible households will typically see the discount applied between November and January, either as an energy credit or a top-up voucher, depending on their payment method. The announcement comes after energy bills rose by an average of £221 per year at the start of July, adding further pressure on household budgets.

Defending his tenure before stepping down next week to make way for successor Andy Burnham, Starmer told the House of Commons: "Because of our decisions, my decisions, the country is moving in the right direction in a stronger and a fairer Britain. Ending austerity, investing in our public services, the fastest falling NHS waiting lists for 17 years, more rights for workers, more rights for renters, standing with Ukraine, Britain's reputation restored and half a million children being lifted out of poverty."
