HMRC is deducting £300 from state pensioners' bank accounts as Rachel Reeves prepares to step down as Chancellor. Reeves reinstated Winter Fuel Payments for millions after a 2024 policy misstep that saw her means-test the £300 or £200 payouts.
New Qualifying Rules for Winter Fuel Payments
The reinstated payments come with conditions: HMRC can recoup the cash from pensioners with an income of £35,000 or more. In most cases, the deduction will occur automatically through PAYE. These rules follow criticism of how the Winter Fuel Payment scheme was administered this year.
Under the new system, all low-income seniors will receive the payments, while money will not be sent to those deemed not to need it. The payments are worth either £200 or £300 depending on age and are intended to help low-income seniors keep homes warm during colder months.

Rachel Reeves is set to be replaced as Chancellor by incoming Prime Minister Andy Burnham. Reports indicate Burnham may appoint Shabana Mahmood, the Birmingham MP, as the next Chancellor. The Green Party plans to criticise Mahmood's potential appointment, accusing her of “fiscal constraint and economic orthodoxy” and highlighting her controversial immigration reforms.
A Green source told the New Statesman: “Mahmood as chancellor would be an absolute gift to us.” The source added: “Burnham promised a new direction, but it looks like he’s already capitulating to the same establishment forces that have hollowed out the Labour Party for years.” The source warned that appointing Mahmood suggests Burnham “has no idea why Labour has been haemorrhaging votes to the Greens.”
