Chelmsford City Council, acting for the South Essex Parking Partnership under delegated powers from Essex County Council, has made a new traffic order introducing No Waiting at Any Time restrictions and updating disabled bay provision in parts of Springfield, Chelmer Village and near Beaulieu Park Station, as set out in a statutory notice on the Public Notice Portal and in the Essex Chronicle.
Locations of new No Waiting at Any Time restrictions
The restrictions apply on Brackenden Drive and Briarswood in Springfield; on Mallard Road in Chelmsford; and on Golding Thoroughfare, Mearns Place and Lovibond Place in Chelmer Village. Specific lengths include:
- Brackenden Drive, Springfield: No Waiting at Any Time on the north side from Lawn Lane to Briarswood and on the south side from Lawn Lane eastwards for 70 metres.
- Briarswood, Springfield: No Waiting at Any Time on both sides for 10 metres north from Brackenden Drive.
- Mallard Road, Chelmsford: No Waiting at Any Time on the south side from 3 metres west of the boundary between numbers 15 and 17, eastwards for 26 metres.
- Golding Thoroughfare, Chelmer Village: No Waiting at Any Time on the north and east sides from New Dukes Way, running east and south to a point 15 metres south east of Lovibond Place, a distance of 116 metres; and on the south and west sides from New Dukes Way, running east and south for 120 metres.
- Mearns Place, Chelmer Village: No Waiting at Any Time on both sides for 10 metres north from Golding Thoroughfare.
- Lovibond Place, Chelmer Village: No Waiting at Any Time on both sides for 10 metres north east from Golding Thoroughfare.
Disabled bay change near Beaulieu Park Station
In the pick-up and drop-off area adjacent to Beaulieu Park Station, off Beaulieu Park Station Approach, Boreham, the first 10 metres of the bay within the south eastern area of the Restricted Parking Zone is changed from Limited Waiting 10 mins no return within 1 hour to Disabled badge holders only 30 mins no return within 1 hour.
Map updates only (no on-street works)
On Brackenden Drive, Springfield, bus stop clearways are recorded as No Stopping at any time except buses on the south side from 70 metres east of Lawn Lane for 17 metres, and on the north side from 43 metres east of Briarswood for 19 metres. Pedestrian crossings are recorded on both sides near Briarswood over 32 metres, and near Uplands Drive over 40 metres. These are administrative updates to ensure map records match the situation on the ground.
Outcome of consultation
Following comments received during the formal consultation, proposed No Waiting at Any Time restrictions have been abandoned on Burgess Field and on Golding Thoroughfare from outside number 3 to its junction with Burgess Field. The remaining measures are to be made as advertised.
Effective date and enforcement
The order will come into operation on Monday, August 17, 2026. Enforcement will be carried out by the South Essex Parking Partnership on behalf of Essex County Council within the civil enforcement area.

Legal challenge
Anyone wishing to question the validity of the order, or any provision of it, on the grounds that it is not within the powers of the Road Traffic Regulation Act 1984 or that relevant requirements have not been complied with, may apply to the High Court within six weeks from the making of the order. The notice is dated Thursday July 23, 2026.
