The £3.434 million West Midlands Combined Authority (WMCA)-backed project supporting the Chelmsley Wood Town Centre Masterplan has encountered further delays, with a 36-month extension now being requested. The project, originally scheduled for completion in 2022, has already been extended to December 2025, but land assembly challenges have stalled progress.
Land Acquisition Issues Cause Setbacks
According to a report to the WMCA's Investment Board, progress has been delayed primarily due to land assembly challenges, including the need to acquire third-party land and secure access rights. The report states that extensive negotiations and master-planning work have been undertaken, but further work is required to resolve land ownership matters.
Last year, Solihull Council said a change in ownership of the shopping centre meant officials had to effectively start again, despite agreements being reached with previous owners. The project has been classified as 'red rated' due to issues stalling its completion.
Project Scope Unchanged, No Extra Funding
Despite the setbacks, the project scope remains unchanged, and no additional funding is being requested. Officials say there remains an intention to submit the Outline Business Case (OBC) sooner if possible.
The project is part of the wider Chelmsley Wood Town Centre Masterplan, which aims to reinvigorate the rundown centre with cafes, bars, restaurants, gyms, and play areas through a phased revamp.
Investment Board to Discuss Delay
The WMCA's Investment Board is set to discuss the delayed project later this month. The extension request will be considered as part of ongoing efforts to move the regeneration forward.
The delay highlights the complexities of land assembly in urban regeneration projects, but the council remains committed to the long-term transformation of Chelmsley Wood town centre.
