Detailed proposals have been unveiled for a major new neighbourhood at Gibfield Park, situated between Atherton and the Daisy Hill area of Westhoughton. The ambitious scheme, put forward by developers Peel Land, outlines a transformative vision for the site, which is designated as a key growth location within the Greater Manchester region.
A Comprehensive Development Masterplan
The draft masterplan, currently subject to public consultation, encompasses a multifaceted approach to sustainable development. Central to the proposals are plans for up to 500 new homes, which will be distributed across two distinct sites in proximity to North Road and Gibfield Park Way. Alongside the residential element, the project allocates a substantial 45,500 square metres of employment floorspace, designed to foster local business growth and job creation.
Strategic Transport and Green Infrastructure
A critical component of the Gibfield Park scheme involves significant transport upgrades. The plans include the northward extension of Gibfield Park Way and the creation of a new section of trunk road. This infrastructure is a pivotal part of a broader regional strategy to enhance east-west connectivity, specifically aiming to improve links between the M61 and M6 motorways, thereby easing congestion and supporting economic mobility.
Perhaps the most celebrated aspect of the proposal is the commitment to green space. The masterplan features the creation of an expansive 29-hectare country park, an area comparable to roughly forty football pitches. Peel Land emphasises that this park will serve to preserve green belt land between Atherton and Westhoughton, integrating it into both new and existing communities.
Ecological and Community Benefits
The proposed country park is designed with ecological stewardship at its heart. The development promises habitat enhancement, creation, and long-term protection through an ecologically led landscape design. Key features will include a series of wetland pockets in the central area, aimed at boosting biodiversity. For public enjoyment, the park will offer a one-kilometre walking and running loop, fully accessible to all, alongside a heritage trail that will educate visitors about the site's rich coal mining history.
Alignment with Regional Growth Strategy
This development is not occurring in isolation. Gibfield Park is formally allocated for development within the regional Places for Everyone Plan (PfE), the long-term joint development plan established by nine Greater Manchester authorities. Furthermore, the site is a cornerstone of the NorthFold growth corridor, a strategic vision established in 2025 through collaboration between Wigan and Bolton councils, the Greater Manchester Combined Authority, and development partners including Peel Land.
Peel Land has expressed pride in advancing these proposals, stating it continues their commitment to sustainable development and forging strong community partnerships. The policy framework requires the site to be developed in accordance with a masterplan approved by Wigan Council, a process now underway.
Next Steps and Related Developments
Following the conclusion of the public consultation period, Peel Land will review all feedback as it works towards finalising the masterplan for formal approval by Wigan Council. It is important to note that individual proposals for the housing and employment spaces will require separate planning applications, contingent upon the masterplan's approval.
This project follows other local initiatives by the Peel Group. Notably, another Peel developer, Northstone, in partnership with affordable housing provider Torus, is currently completing the construction of 113 affordable homes known as Popple, located off Stothert Street in Atherton, adjacent to the Gibfield Park site.
