Birmingham developer Sphere Group has taken a significant step forward in the redevelopment of the historic Rackhams building on Corporation Street, submitting an Environmental Impact Assessment (EIA) Scoping Report to Birmingham City Council. The proposals also encompass 43 Temple Row and 1 Temple Row, marking a major regeneration project within the city centre's retail core.
End of an Era and New Beginnings
House of Fraser, which occupied the iconic building for decades, officially closed its doors on June 25, 2026, ending more than 160 years of retail history at the site. The closure prompted Sphere Group to accelerate plans for a mixed-use transformation that aligns with the broader Birmingham Central Heart vision, a scheme set to revitalise 17 hectares of underutilised commercial retail and office space.
The EIA Scoping Report outlines the proposed scope of environmental assessments that will accompany a future planning application, in line with EIA Regulations. Sphere Group, acting as Development Partner for freehold owners L&G, intends to submit detailed planning applications later in the year.
Proposals for a Mixed-Use Future
Sphere Group's emerging plans include up to 650 new homes, 35,000 square metres of modern office space, ground-floor retail, and redeveloped public realm. The aim is to breathe new life into a district that has become quieter since the opening of the Bullring in 2003, transforming it into a vibrant mixed-use destination.

Public Consultation and Next Steps
The EIA Scoping Report has considered various options being appraised for the site. Following this assessment, Sphere Group will unveil more detailed proposals for a full and formal public consultation later in the summer. Taylor added: "We’re really looking forward to discussing our plans with the community as things progress."
The Birmingham Central Heart vision aims to create a thriving urban quarter, addressing the shift in retail patterns and providing much-needed housing and office space in the city centre. The redevelopment of the Rackhams building is a key component of this strategy, promising to restore the site as a landmark for generations to come.
