Rossendale Borough Council has registered a series of planning applications for the week ending July 24, featuring a mix of commercial, residential, and environmental projects. Notable proposals include the demolition of a former public toilet to make way for a two-storey cafe and office building, a 50-home development, and natural flood management interventions.
Cafe and Office Replacement at Crawshawbooth
A full application seeks to demolish the former public toilet building on Burnley Road, Crawshawbooth, and erect a two-storey replacement. The ground floor would house a cafe with a grab-and-go service hatch (Class E(b)), while the first floor would provide office space (Class E(g)(i)). The plans also include an outdoor terrace and associated landscaping.
Residential Development for 50 Dwellings in Loveclough
An outline planning application, with all matters reserved, proposes a residential development of up to 50 dwellings on land west of Burnley Road, Loveclough. The scheme aims to deliver new homes in the area.
Barn Conversion to Dwellings in Bacup
At Rockliffe Farm, Pennine Road, Bacup, a change of use application seeks to convert an existing barn and outbuilding into two dwellings within the footprint of the existing structure.
Flood Management Interventions Across Multiple Sites
Two applications focus on natural flood management (NFM) to reduce downstream flood risk. At Far Bank Top Farm, Bank Top, Burnley Road East, Waterfoot, a suite of NFM interventions is proposed to slow water flow and attenuate water in the upper catchment. Another application at 36 Dean Lane, Water, involves constructing a clay core earth bund and timber sluice to control water levels in an existing lodge pool. These schemes aim to benefit communities including Dean Lane, Forest Holme & Lumb, and Whitewell & Piercy, and contribute to peak flow reduction on the River Irwell. The second site is part of a Phase 2 extension of an existing NFM scheme, with Phase 1 sites already delivering flood risk reduction and co-benefits such as habitat enhancement and carbon sequestration.
Commercial and Retail Changes
Advertisement consent is sought for two back-lit fascia signs and two back-lit projecting hanging signs at 45 Bank Street, Rawtenstall. A full application also proposes alterations to the existing shop front at the same address. At Tesco, Bocholt Way, Rawtenstall, plans include installing two DT Dual Temperature Packs and two GC Remote Gas Coolers on a concrete plinth with an Armco barrier.
Other Applications
Householder applications include a single-storey rear and side extension with new driveway at 14 Maple Avenue, Haslingden, and a single-storey rear extension with roof terrace at 8 Alderwood, Rawtenstall. Various approvals of details are sought for conditions related to drainage, archaeology, materials, and landscaping at sites including Bacup Market and the Old Cobblers Inn. A non-material amendment at the Old Cobblers Inn seeks minor layout changes and revisions to condition wording. Additionally, a new warehouse for fabrication and production with ancillary offices is proposed at Bch (Rochdale) Ltd., Spring Place, Millford, Rochdale, Whitworth.
