New Prime Minister Andy Burnham has confirmed plans to deliver an extra £240 a year for state pensioners on the basic old state pension rate, specifically those born before 1953 for women and 1951 for men. The Labour MP for Makerfield, who replaced Sir Keir Starmer on Monday, has pledged to keep the triple lock commitment for the remainder of this Parliament.
Details of the Pension Increase
The triple lock guarantee ensures that the state pension rises annually by the highest of inflation, average wage growth, or 2.5%. Under Burnham's plan, the basic state pension rate would increase from £184 to £189 per week, equating to a minimum annual boost of £240. For many claimants, the actual increase could be significantly higher, depending on economic conditions.
Expert Warnings and Alternative Proposals
Burnham's commitment to the triple lock contradicts warnings from fiscal experts. Heidi Karjalainen of the Institute for Fiscal Studies (IFS) has advocated for an Australian-style “smoothed earnings link,” where the government sets a permanent target for the pension as a share of average earnings. Under this system, the pension would be uprated annually to maintain that proportion. Jonathan Guthrie of the Financial Times cautioned that state pensions will become less generous over time, advising individuals to invest independently and “rely on the state as little as possible.” He described the triple lock as “big, clumsy and it cares a lot less about your financial wellbeing than you do.”
