Motorists across the United Kingdom are being warned they could face fines of up to £2,500 for neglecting basic vehicle maintenance, specifically concerning their windscreen wipers and washer fluid levels. New analysis highlights a widespread issue that leaves drivers vulnerable to legal penalties and compromised safety.
The Legal Requirement and Its Consequences
According to research, an alarming 8.4 million vehicles have failed their MOT tests because their windscreen wipers did not clear the screen effectively or their washer systems failed to supply sufficient fluid. This contravenes Regulation 34 of The Road Vehicles (Construction and Use) Regulations 1986, a crucial but often overlooked safety rule.
Alicia Hempstead, a car insurance expert at MoneySuperMarket, emphasised the seriousness of this oversight. She explained that breaking this regulation can result in a fixed penalty notice fine of £100 and three penalty points on a driver's licence. Furthermore, driving a vehicle that has failed its MOT due to inadequate washer fluid can lead to a maximum fine of £2,500.
Why This Matters, Especially in Winter
While this legal requirement applies throughout the year, it becomes particularly critical during the winter months. Harsh weather conditions, including snow, ice, and road salt spray, can rapidly dirty windscreens, severely impairing visibility. Properly functioning wipers and adequate washer fluid are essential for maintaining a clear view of the road.
Ms Hempstead advised, "Ensuring your windscreen wipers are working correctly and you have enough windscreen fluid, ideally winter-grade for this time of year, helps to improve visibility and keep everyone safer on the roads."
Practical Steps for Drivers
To avoid these penalties and enhance road safety, drivers are urged to take simple preventive measures:
- Regularly check and top up your screenwash reservoir, ensuring it is filled before any MOT test.
- Inspect windscreen wiper blades for wear and tear, replacing them if they do not clear the screen properly.
- Be aware that many modern vehicles feature dashboard warnings for low screenwash levels, providing a helpful reminder.
Despite being a straightforward check, a significant number of cars continue to fail MOT tests due to empty washer fluid reservoirs. Proactive maintenance not only helps drivers avoid substantial fines but also contributes to safer driving conditions for all road users.
