Cash ISA Changes: Pensioners Protected, Others Face Cut

Rachel Reeves has announced significant changes to cash ISA rules that will take effect in 2027, creating a divide between savers based on age. The Chancellor confirmed that the tax-free limit for cash ISAs will be reduced from £20,000 to £12,000 per year for savers under the age of 65, while state pensioners will be protected and continue to enjoy the full £20,000 allowance.

New ISA Rules from April 2027

The changes, set to come into force in April 2027, are part of a government initiative to boost the economy by encouraging more people to invest in stocks and shares rather than leaving cash in bank accounts. Ministers hope that by reducing the cash ISA allowance, savers will shift their investments towards higher-risk, potentially higher-return assets.

Non-pensioner households are being advised to make the most of their current ISA limit before the reduction takes effect. Money Saving Expert commented: "The Chancellor has confirmed the cash ISA limit will be reduced to £12,000 a year from April 2027. The Government hopes the change – the first cut to the cash ISA allowance since 2017 – will encourage more people to invest in stocks and shares instead."

Age-Based Divide

For savers aged 65 or older, there will be no change, and the £20,000 cash ISA contribution limit will continue to apply. However, those aged 64 or under will see their cash ISA limit fall to £12,000. This applies only to new contributions made from April 2027 and does not affect savings already contributed to a cash ISA before that date.

Many savers may feel this difference between age groups is unfair, as it creates a two-tier system based on age. The move is expected to impact millions of savers who currently benefit from the tax-free accounts.
