DfT Mandates Smart Tachograph 2 for Vans from July 1

The Department for Transport (DfT) has confirmed a major rule change for drivers, effective from July 1, 2026. A smart tachograph 2 must be fitted in goods vehicles with a gross weight of 2,501 kg or over when undertaking international journeys for hire or reward.

Key Requirements

If the vehicle is used for international journeys on the driver's or company's own account and driving is not the main activity, there is no requirement to fit a tachograph. Additionally, vehicles weighing over 2.5 tonnes but less than 3.5 tonnes operating solely within the UK continue to be exempt.

What is a Tachograph?

A tachograph is a device installed in commercial vehicles such as HGVs, buses, and coaches. It automatically records speed, distance, driver activity, driving time, and rest periods to ensure road safety and enforce legal limits on working hours.

Implementation Dates

For vehicles newly registered from December 24, 2025, a full smart tachograph 2 is mandatory. Vehicles registered before this date may use a transitional smart tachograph 2. According to VDO Fleet, the second version of the smart tachograph has been standard in new commercial vehicles over 3.5 tonnes since August 2023, and many existing European fleet vehicles have been retrofitted with devices like the VDO DTCO 4.1.

New Vehicle Class Affected

From July 1, 2026, the tachograph obligation extends to vans and light commercial vehicles. If their maximum permissible weight, including trailers or semi-trailers, exceeds 2.5 tonnes and they are used in cross-border freight transport or cabotage, they must record driving data with tachographs. VDO Fleet stated: "This presents both fleet operators and drivers with completely new tasks and challenges."

Exemptions

The DfT confirmed that alternative fuel vehicles up to 7.5 tonnes do not need to adhere to tachograph rules, provided they are not already exempt under the zero emission rule for vehicles between 3.5 and 4.25 tonnes. These vehicles must be powered by natural gas, liquefied gas, or electricity and used for goods transport within a 100-kilometre radius of the operator's base.

The rules apply only to vehicles operating within England, Scotland, and Wales; Northern Ireland has separate regulations.
