Council Takes Action on Costco Traffic Queues Causing Weekend Misery for Midlands Residents
Residents living near the massive Costco store and petrol station on Torrington Avenue in Coventry have reported being trapped in traffic for up to an hour during weekends, as new lane markings are installed to alleviate the congestion. The persistent issues have spanned six years, intensifying since fuel costs dropped during the Covid pandemic, with Costco emerging as the most affordable refuelling location in the area.
Petition and Community Demands for Change
A petition bearing 80 signatures called on the retailer to implement pre-arranged weekend entry slots, on-site queueing lanes, and traffic marshals, supported by city council enforcement with penalties for breaches. The petition stated, "Costco must manage its own access – weekends belong to our community, not their car park. I demand action to reclaim our roads." This grassroots effort highlighted the frustration of locals who feel their neighbourhoods are being overrun by traffic from the popular store.
Council Measures and Monitoring Efforts
During a Cabinet Member for City Services meeting, the council's head of network management, David Keaney, confirmed that fresh lane markings had been installed to improve traffic movement. He explained that two existing traffic cameras would be repositioned to focus on areas where tailbacks develop, enabling monitoring of the new markings' effectiveness. Mr Keaney noted that "penalties are not something we as a council can enforce" but pledged to liaise with West Midlands Police regarding potential measures to regulate traffic flows.
Root Causes and Costco's Response
Mr Keaney attributed the congestion to "unprecedented demand for fuel," particularly during the ongoing Middle East conflict, which has intensified pressure on sites offering more affordable forecourt prices. He stated, "Costco is renowned for providing the lowest-cost fuel and so has generated high levels of demand." A transport planning consultant acting for Costco explained the firm was "in a particularly challenging time at the moment with the fuel crisis that's taking place," noting approximately half of the shop's customers also refuel at the petrol station while visiting.
Costco's Internal Initiatives to Ease Congestion
Management at the Coventry branch has implemented several measures to release car parking spaces for those waiting to access the site, by accelerating the departure of customers leaving the premises. These initiatives include expanding the number of checkouts, pre-scanning shoppers' trolleys, and reducing the quantity of seats in the in-store café, ensuring people vacate the site more promptly. Managers are additionally exploring the possibility of securing separate off-site staff parking, which would liberate a further 70 spaces in the 500-capacity car park, enabling more visitors to access the site swiftly and conveniently.
Community Concerns and Future Outlook
Petition organiser Alexander Clinton-Carter addressed the meeting, acknowledging the council's efforts to tackle the problems but expressing concern that Costco's focus remained on shoppers rather than local residents. He said, "I still feel there is not the empathy there for residents. We have had the impact of Ukraine, Iran, Covid, there is always going to be something and Costco needs to be prepared for that. I feel there isn't a real appetite by Costco to make the lives of everyone around it better." The Costco representative provided reassurance that the company would collaborate with highways officials to address the issue.
Following the meeting, Mr Clinton-Carter informed the Local Democracy Reporting Service, "This has been going on for six years now. What has been agreed is a great starting point and I feel the journey has begun to resolve this. I will be going out to check the new lane markings and monitoring how effective they are. It was especially good to see some representation from Costco at the meeting to explain their position and what they are going to do to address these issues."
