The Royal Mail has announced it will scrap Saturday deliveries for second-class letters as part of a major overhaul of its postal services. This decision comes despite recent increases in stamp prices, highlighting the company's efforts to balance financial sustainability with operational changes.

New Delivery Schedule and Union Agreement

Under the new arrangement, Saturday second-class letter deliveries will be eliminated and rescheduled to occur on alternate weekdays. This move follows a comprehensive agreement between Royal Mail and the Communications Workers Union (CWU), which brings an end to a prolonged dispute regarding the second-class post restructuring.

Alistair Cochrane, chief executive of Royal Mail, emphasized the significance of this development. "This agreement with the CWU paves the way for Universal Service reform rollout and represents a significant investment in our people," he stated. "Moving ahead with reform will make a real difference to Royal Mail's quality of service, supporting the delivery of a reliable, efficient and financially sustainable postal service for our customers across the UK."

Implementation of Universal Service Reforms

The agreement includes an expansion of Universal Service reforms to an additional 240 delivery offices as part of a broader trial phase. These reforms are scheduled to be fully implemented across the entire network of 1,200 UK delivery offices by December. Key aspects of the reforms include:

  • Scrapping second-class letter deliveries on Saturdays
  • Rescheduling these deliveries to every other weekday
  • Introducing new contract terms for postal workers

Worker Benefits and Contract Changes

The deal with the CWU also brings substantial benefits for Royal Mail employees. Workers will receive a 4.75% pay increase, with enhanced terms for those who joined on or after December 1, 2022. Employees on legacy contracts will see a 3% salary hike.

Additionally, Royal Mail has agreed to several important contract modifications:

  1. New starters will receive contracts based on standard 37-hour working weeks
  2. Approximately 6,000 part-time postal workers will have the opportunity to increase their average weekly hours if required
  3. These changes are integral to the second-class post reforms

Context of Recent Stamp Price Increases

This announcement follows closely on the heels of Royal Mail's recent stamp price adjustments. Earlier this month, the company increased first-class stamp prices to £1.80 and raised second-class rates to 91p. These price hikes occur alongside the operational changes, creating a complex landscape for postal service users.

Traditionally, Royal Mail has offered Saturday letter delivery as part of its six-day-a-week service, with items typically delivered across the UK by around 4:30 PM. The elimination of Saturday second-class deliveries represents a significant shift in this long-standing service model.
