A West Midlands Police inspector has been issued a final written warning after arriving at work under the influence of alcohol, following a night of heavy drinking.

Incident Details

Inspector Moran consumed between seven and eight pints the evening prior to attending a serious youth violence meeting. Colleagues reported detecting alcohol on his breath when he reported for duty at 9am on October 10.

Breath tests showed readings of 21 micrograms of alcohol per 100ml of breath, exceeding the West Midlands Police limit of 13 micrograms. The inspector admitted to a 'serious misjudgement' and stated he had not eaten dinner or breakfast around the time of the incident.

Panel Findings

Panel chair Debra Tedds remarked that Moran was 'reckless in consuming seven/eight pints of alcohol knowing he was due to report for duty the following morning'. She added that his actions would 'cause reputational harm to the service' if the public became aware.

The officer, described as 'highly-regarded' with nearly 20 years of exemplary service, was found guilty of gross misconduct at an accelerated hearing in March. Moran expressed remorse and apologised for his conduct, acknowledging it brought reputational damage to himself and the force.

Mitigating Factors

The panel noted there was 'no evidence of dishonesty' and that Moran had 'cooperated fully' with the investigation.
