Cheltenham Teenager Handed Year-Long Town Centre Ban for Violent Conduct

An 18-year-old from Cheltenham has been barred from the town centre for a full year after a series of violent and anti-social incidents. Tillie Hornby, who resides in the Oakley area of Cheltenham, received an anti-social behaviour injunction (ASBI) at Cheltenham Magistrates' Court on January 21, 2026.

Details of the Anti-Social Behaviour Injunction

Gloucestershire Police reported that Hornby was involved in multiple incidents of anti-social behaviour over recent months. These included assault, racially aggravated public order offences, harassment, and carrying a bladed item. Despite repeated warnings and attempts by police and partner agencies to engage with her, her behaviour persisted, leading to the necessity of the injunction.

The ASBI, which remains in effect until 4pm on January 21, 2027, imposes strict conditions on Hornby. She is prohibited from:

  • Engaging in conduct that causes or could cause alarm, harassment, or distress to anyone in Cheltenham.
  • Using or threatening violence towards any person within the town.
  • Entering or being in the town centre at any time.

Police have the authority to arrest Hornby immediately if she breaches any part of these conditions.

Police Statement on the Case

Police Constable Will Hayes from the Cheltenham Neighbourhood Policing team emphasised the seriousness of the situation. He stated, "Despite numerous warnings being given to Hornby about her behaviour, and multiple interventions, warnings and attempts to engage with her through our partners, she has continued to act in an anti-social manner and cause considerable distress to members of the public."

He added, "This injunction sends a clear message that we will take action against anyone who believes they can behave in this way."

A spokesperson for Gloucestershire Police confirmed that the injunction was sought by the Cheltenham Neighbourhood Policing Team and Solace to curb Hornby's anti-social and violent behaviour. The spokesperson noted that there had been numerous warnings and repeated engagement attempts through partner agencies prior to the court's decision.

The case highlights ongoing efforts by local authorities to address anti-social behaviour in community spaces, ensuring public safety and order in Cheltenham.
