Thousands of households across the West Midlands are utilizing a crucial but often overlooked legal provision to uncover potential dangers in their relationships. Clare's Law, formally known as the Domestic Violence Disclosure Scheme, empowers police forces to release critical information about an individual's previous history of violence or abuse. This mechanism serves as a vital protective tool, enabling people at risk to make informed decisions about their safety and well-being.
Survivor's Testimony: "Clare's Law Helped Me Find the Truth"
A domestic abuse survivor has courageously shared her experience, detailing how Clare's Law provided her with the truth about her partner's concealed past. The woman endured months of abuse before deciding to submit an application while her partner was in police custody. The disclosure revealed his previous offences related to domestic abuse, information he had deliberately hidden throughout their relationship.
"He lied to me throughout the relationship and Clare's Law helped me find out the truth," the survivor stated to an investigating officer. Her story highlights the profound personal impact of this legal framework, transforming uncertainty into actionable knowledge.
Staggering Application Numbers and Police Response
West Midlands Police reported receiving a substantial 5,585 applications under Clare's Law in the last year alone. The current year has already seen over 2,000 requests, with approximately 1,500 disclosures made to applicants. Detective Inspector Stacey Francis, from the force's Public Protection Unit, emphasized the importance of the process. "Clare's Law is a confidential process that can provide vital information to help people make a more informed decision about their relationship," she explained. "We really value hearing from people who have used Clare's Law and the effect it has on their life and relationship. We hope this encourages people who are considering submitting a request for information to do so."
Understanding Clare's Law and Eligibility Criteria
The Domestic Violence Disclosure Scheme is designed with specific eligibility parameters to ensure its protective intent. Individuals can apply for information under Clare's Law regarding:
- A current or former partner with whom they still have contact, if there are concerns that the person may have a history of abuse and poses a risk.
- A current or former partner of a friend or relative with whom that friend or relative still has contact, if there are worries they might be at risk.
This scope allows not only direct victims but also concerned third parties to initiate a confidential inquiry, broadening the scheme's protective network.

Detective Inspector Francis issued a heartfelt appeal to those experiencing domestic abuse or concerned for loved ones. "If you have experienced domestic abuse or you have concerns that a loved one has, please come forward and tell us. You will be listened to, and you will be supported."
