According to a consultation document published by the Ministry of Housing, Communities & Local Government, the initial approach will involve working collaboratively with landowners to acquire property through voluntary negotiation. However, the document explicitly states that where such negotiations prove unsuccessful, authorities "may consider" utilizing compulsory purchase powers.

The government justification for this approach centers on ensuring comprehensive land planning and delivery while maximizing public value through land value capture mechanisms. Housing Secretary Steve Reed declared this plan "marks a turning point in how we build for the future."

Reed elaborated: "From the ground up, we're planning whole communities with homes, jobs, transport links, and green spaces designed together – so we can give families the security and opportunities they deserve."

The seven confirmed new town locations include:

  • Tempsford, Bedfordshire: Up to 40,000 homes planned near the A1 motorway
  • Crews Hill and Chase Park, Enfield: 21,000 homes planned
  • Thamesmead, South-East London: 15,000 homes planned
  • Near Bristol: 40,000 homes planned
  • Victoria North, Manchester: Approximately 15,000 homes planned
