Ealing Council Announces Discretionary Bonus Payments for DWP Benefit Claimants

The Department for Work and Pensions (DWP) is facilitating the distribution of "discretionary" bonus payments to recipients of five specific benefits, with no predetermined amounts set for individual claimants. This initiative is made possible through the Household Support Fund, which has been allocated to local councils, including Ealing Council, to provide financial assistance to those in need.

Extended Funding and Eligibility Criteria

The Household Support Fund, a discretionary scheme designed to help individuals maintain independence or address immediate financial crises, has been extended by the Labour Party government until 31 March 2026. Eligible claimants must be receiving or likely to receive one of the following benefits within the next six weeks, particularly if they are due to leave care:

  • Income Support
  • Employment and Support Allowance
  • Jobseeker’s Allowance
  • Pension Credit
  • Universal Credit

Assessment and Application Process

Ealing Council emphasizes that local welfare assistance payments are discretionary, with each application assessed on its individual merits. The council states that no two applications can be directly compared, and awards are subject to overall funding limitations within the scheme. The council reserves the right to adjust award levels and criteria based on budgetary pressures.

Strict Requirements for Claimants

These funds, intended to cover essentials such as bills, food, and other urgent needs, come with stringent requirements. Claimants must demonstrate that they or their families face exceptional pressure, such as due to family breakdown or illness. Additionally, they must show insufficient funds to meet immediate needs after an emergency or disaster, and that without the payment, there would be a serious risk to health or safety, with no alternative help available.

Who Can Apply?

Eligibility extends to individuals in various circumstances, including:

  1. Those leaving residential or institutional care, such as care homes or prisons.
  2. Individuals being resettled into new homes by the council or voluntary organisations after an unsettled period.
  3. People caring for someone who is ill, disabled, or recently released from prison.
  4. Those needing assistance to remain in their homes and avoid entering residential care or hospital.

This initiative aims to provide crucial support to vulnerable residents during challenging times, leveraging the extended Household Support Fund to address immediate financial hardships.
