Solihull Council Seeks Greater Powers to Control HMO Growth with New Licensing Threshold

Solihull Council is pushing for enhanced regulatory powers to address the increasing number of Houses in Multiple Occupation (HMOs) within the borough. In a recent full council meeting, motions from both Conservative and Liberal Democrat members were merged, proposing stricter licensing requirements by reducing the threshold from six to three occupants.

Cross-Party Support for Stricter HMO Regulations

This move aims to curb the rapid growth of HMOs through an Article 4 directive, similar to actions taken by other councils nationwide. The proposal also includes launching a public consultation to gather community feedback. The motion passed with cross-party support at the meeting held at the Civic Suite on April 14.

Conservative councillor Leslie Kaye stated: "There are just over 100 licensed HMOs around the borough – the vast majority of them produce little complaints from residents." This comment highlights the council's focus on proactive regulation rather than reactive measures.

Criticism Over Timing Ahead of Local Elections

Despite the broad support, Reform councillor Alan Feeney criticised the timing ahead of May's local elections. He called it "a cynical attempt by the administration to grab headlines."
