The Department for Work and Pensions (DWP) has confirmed that two new bonus payments will be introduced from April 2026, offering emergency financial assistance to low-income individuals and families across England. This initiative is part of a broader scheme designed to provide immediate cash support during crises, supplementing regular benefits.

Introduction of the Crisis and Resilience Fund

The new DWP scheme will establish the Crisis and Resilience Fund (CRF), which allocates £1 billion annually to local councils for a three-year period starting in April 2026. This fund replaces the previous Household Support Fund, providing councils with a stable, long-term financial settlement. The CRF aims to shift from one-off emergency payments to building sustainable household resilience, giving councils the funding certainty and operational mandate needed for effective implementation.

Support from Charities and Experts

Emma Revie, chief executive of the Trussell Trust, a charity supporting foodbanks, praised the initiative, stating: "The new Crisis and Resilience Fund is a vital step towards ensuring no-one is forced to turn to a food bank to get by, and represents important progress on the government's manifesto commitment to ending the need for emergency food." She highlighted that the fund's development is based on evidence from food banks and experts in the Crisis Support Working Group, with ongoing partnerships to help eliminate the need for food banks permanently.

Lynn Perry, chief executive of children's charity Barnardo's, added: "For too many families, a sudden crisis can push them to the brink, leaving children at risk of going without food, warmth or other essentials. This guidance sets out how crisis support can be delivered in a way that protects dignity, offers real choice and reaches those who need it most. It has the potential to make a meaningful difference to children growing up in poverty."

Details of the Two New Bonus Payments

The DWP's scheme includes two specific types of bonus payments designed to address urgent needs:

  • Crisis Payments: These provide direct financial support for individuals and households facing immediate crises, such as boiler breakdowns, benefit delays, emergency food needs, or utility disconnections. Applications must be processed within a 48-hour service level agreement (SLA), with payment options including bank transfers, PayPoint vouchers, and cash vouchers to ensure accessibility for all households, regardless of payment method.
  • Housing Payments: This strand offers support for housing-related costs, including rent deposit guarantees, benefit shortfall payments, and emergency accommodation. Councils are required to assess tenancy agreements and benefit entitlements to calculate accurate shortfall amounts, ensuring targeted and effective assistance.

The implementation of these payments marks a significant step in the DWP's efforts to enhance social safety nets and support vulnerable populations across England, with a focus on timely and dignified crisis intervention.
