The Department for Work and Pensions (DWP) has issued a warning that Attendance Allowance payments will cease for claimants who move to Scotland under a 13-week rule. Those receiving Attendance Allowance and relocating from England or Wales to Scotland must notify the DWP of their move and submit a new claim for Pension Age Disability Payment.

Key Details of the Change

Individuals who have applied for Attendance Allowance and are awaiting a decision, or those who have challenged a decision and are waiting for an outcome, are also required to inform the DWP and apply for Pension Age Disability Payment. The DWP explicitly states: "Your Attendance Allowance will stop 13 weeks after you move – apply for Pension Age Disability Payment as soon as possible after moving or your payments could be affected."

Devolved Responsibility

Under devolved rules, Social Security Scotland now manages Attendance Allowance payments. Pension Age Disability Payment is replacing Attendance Allowance in Scotland. Claimants currently receiving Attendance Allowance do not need to take any action, as they cannot receive both benefits simultaneously.

Payment Rates

The benefit is paid at two rates depending on care needs: the lower rate is £76.70 per week for those requiring help or supervision during the day or night, while the higher rate is £114.60 per week for those needing assistance both day and night.

Automatic Transfer for Existing Claimants

Residents of Scotland who already receive Attendance Allowance do not need to apply for Pension Age Disability Payment. Social Security Scotland will automatically transfer them to the new benefit in 2025 and will send a letter outlining the transfer process.
