The Department for Work and Pensions (DWP) has reintroduced the Winter Fuel Allowance at £200 or £300 depending on retirees' age, but a seven-day rule could reduce some state pensioners' payment to £0.

Qualifying Week and Eligibility

To qualify, individuals generally need to have been born on or before June 27, 1960. However, eligibility is determined during the qualifying week, which runs from September 21 to September 27, 2026. The DWP and Labour Party government will assess a person's circumstances during this seven-day period to decide if they qualify. Any change in circumstances during this timeframe could mean missing out, with the payment reduced to £0.

Income Threshold and Means Testing

Torsten Bell, a cabinet member, explained: "All pensioners will receive a Winter Fuel Payment, but it will be recovered from those with income over £35,000 through the tax system." He emphasised that no one who would have received a payment in 2024/25 should have it recovered through taxes in 2025/26. These are pensioner households in receipt of Pension Credit and other qualifying benefits. While it is extremely unlikely, it is theoretically possible that such a household could have an income over £35,000.

The government aims to link income to the Winter Fuel Payment while ensuring more pensioners benefit than when payments were tied to Pension Credit. This change raises the means test threshold so that pensioners with an annual income up to and including £35,000 will benefit. Bell stated: "The £35,000 threshold is broadly in line with average earnings and means the vast majority of pensioners will benefit from a Winter Fuel Payment."

Targeted Support

Restricting payments to those with incomes at or below £35,000 ensures better targeting than the previous near-universal payment and represents a responsible use of taxpayers' money. Around 9 million pensioners are expected to benefit. Bell added: "We understand that pensioner incomes and circumstances may be complex and variable. Winter Fuel Payments remain a simple scheme to provide a modest lump sum payment to the majority of pensioners quickly and automatically without the need for a claim."

The system for withdrawing the payment from those with highest incomes is designed to be simple and cost-effective to deliver, making the best use of taxpayers' money.
