Reform UK Councillor Resigns as Chair After Illegal HMO Landlord Revelation
Councillor Resigns Over Illegal HMO Properties

A Reform UK councillor has stepped down from his leadership position after being exposed as the landlord of properties described as 'illegal' Houses of Multiple Occupation that failed to meet fundamental living standards.

Substandard Living Conditions Uncovered

Tamworth Borough Council officials discovered that Councillor Edward Harris, who served as chair of Warwickshire County Council, owned two properties operating as HMOs that were deemed unfit for human habitation. During thorough inspections, authorities found the dwellings completely lacking in basic amenities that most residents would consider essential for decent living.

Multiple Safety and Comfort Violations

The council's investigation revealed a concerning catalogue of deficiencies at the properties. Among the most serious issues identified were:

  • Complete absence of central heating systems
  • No provision of hot water to tenants
  • Non-functional fire alarm systems creating safety hazards
  • Inadequate cooking facilities that fell below acceptable standards
  • Unsafe access routes to outdoor areas posing potential risks

Following these discoveries, the council took decisive action by shutting down both properties to prevent further occupation under such unacceptable conditions.

Political Fallout and Resignation

Councillor Harris announced his immediate resignation from the chairman's role on January 29th, though he will continue to serve as an independent councillor representing the Baddesley & Dordon ward. In his resignation statement, Harris acknowledged the situation while suggesting there was additional context to the story.

"It has been an honour to serve as Chairman of Warwickshire County Council," Harris stated. "A recent news story has been an unfair distraction of the great work of our Council and its people. Whilst this matter is looked into, I feel it is my noble duty not to allow my chains of office to be put through a process."

Party Response and Investigation

Reform UK's leader on the county council, Councillor George Finch, confirmed receiving Harris's resignation notification. "I have been informed that Cllr Edward Harris has tendered his resignation as Chairman of Warwickshire County Council with immediate effect," Finch commented.

Finch added that Harris would no longer represent Reform UK and would sit as an independent member while investigations continue into the housing matter. "It would be inappropriate to comment on the details while the proper process is ongoing, and I would urge others not to speculate," he advised.

Continued Council Service

Despite stepping down from his leadership position, Harris emphasised his commitment to continuing his representative duties. "I will continue to serve my residents in Baddesley & Dordon and support the Council with all its work to improve the lives of Warwickshire residents," he affirmed in his resignation statement.

The situation highlights ongoing concerns about housing standards in the rental sector and raises questions about the responsibilities of elected officials who also serve as private landlords. The investigation into the properties continues as Harris transitions to serving as an independent councillor while maintaining his ward representation.
