The former chief executive of the Greater Manchester Combined Authority (GMCA) and Stockport Council passed away at the age of 66, as confirmed by the GMCA on April 2, 2026.
A Devastating Loss for Greater Manchester
Mayor Andy Burnham led the tributes, describing Boylan's passing as a 'devastating loss' and praising him as an 'influential leader' and 'a giant of English devolution'. Burnham highlighted Boylan's crucial role in building Greater Manchester into the UK's fastest-growing city region, stating his leadership transformed the foundations laid by past leaders into an effective, efficient machine that continues to deliver for residents.
'For the seven years we worked together he was a source of great support, guidance, good humour, and friendship,' Burnham said. 'I will always count myself fortunate to have worked alongside him.'
A Distinguished 42-Year Career in Public Service
Eamonn Boylan's remarkable career spanned 42 years, during which he held significant roles in local government across Manchester, Sheffield, and London. His journey included:
- Serving as chief executive of Stockport Council before his appointment to the GMCA.
- Assuming the top role at the GMCA in 2017, where he also took responsibility for the Greater Manchester Fire and Rescue Service.
- In 2019, assuming control of Transport for Greater Manchester (TfGM) and overseeing the historic process of returning buses to public ownership for the first time in 40 years.
- Being appointed an Officer of the Order of the British Empire (OBE) in 2023 for his outstanding contributions to local government.
Boylan stepped down following the mayoral elections in May 2024. In response to his death, a book of condolence has been opened at Manchester Central Library, allowing the public to pay their respects.

Councillor Mark Roberts, leader of Stockport Council, offered deepest sympathies, stating 'Stockport is the place it is today because of the strong foundations Eamonn helped to build'. He praised Boylan's leadership for giving the borough confidence and leaving a legacy visible in the town's physical investment and ambition.
Manchester council leader Bev Craig shared her shock and sadness, calling Boylan 'a remarkable servant to Manchester and Greater Manchester'. She highlighted his role in leading the transformation of Greater Manchester, including serving as interim chief executive of Manchester Council in 2024/25.
'He leaves an important legacy in the modern, confident Greater Manchester we see today and the gains we've made, especially across regeneration and housing,' Craig said.

Tom Stannard, chief executive of Manchester Council, remembered Boylan as a mentor, confidante, and adviser with an 'unswerving commitment' to improving Greater Manchester. 'He was a wonderful colleague and friend to many, myself included,' Stannard said. 'He will rightly be remembered among the best public servants of Greater Manchester's recent history.'

His passing marks the loss of a pivotal figure whose influence shaped the region's devolution journey and community development for generations to come.
