People receiving seven Department for Work and Pensions (DWP) benefits are expressing significant concern over an upcoming rule change to the Motability Scheme, effective from July. The scheme, which currently qualifies for seven specific benefits, is undergoing a shake-up that will introduce stricter conditions.

Key Changes from July

From July 1, mileage allowances will be reduced to 30,000 miles over a three-year period. Additionally, higher excess mileage charges of 25p per mile will apply, and tighter cost limits will be imposed for new customers. These alterations have sparked worry among disabled drivers who rely on the scheme for mobility.

Impact on Disabled Drivers

Recent research indicates that 92 per cent of disabled people depend on driving for their daily lives. However, two out of three eligible drivers do not currently use the Motability Scheme. The changes are expected to further limit access to suitable vehicles.

Tracy, a disabled driver, described herself as "extremely worried" about the modifications. Another user, Annie, expressed concern: "I am worried I’ll have to opt for a vehicle that isn’t right for me and consequently I’ll end up only going out when I absolutely have to."

Expert Commentary

Siobhan Doyle, consumer writer at Carwow, commented: "Motability is often viewed as a 'free car' scheme, with a wide choice of vehicles, but the reality is very different." She added: "More broadly, this points to a widening gap between what disabled drivers need and what the current system delivers, particularly as costs increase and the shift to electric vehicles creates new accessibility hurdles. Without greater focus from policymakers and manufacturers on affordability, vehicle design and infrastructure, there's a danger that access to mobility - and the independence it enables - will become even more limited."

You cannot apply to join the Scheme if you receive a lower rate or component of the mobility allowance or if you receive Attendance Allowance, Carer’s Allowance or Employment and Support Allowance (ESA). Speak to your allowance provider if you think you could be eligible for one of the qualifying mobility allowances.
