Incoming Prime Minister Andy Burnham will continue the automatic Winter Fuel Payment system, delivering £200 or £300 to millions of state pensioners later this year. The payments, which begin in November, are designed to help older people on lower incomes keep their homes warm.

Eligibility and Payment Amounts

Pensioners born before 1960 will receive either £200 or £300 depending on their age. The existing income-based eligibility rules, introduced by the Labour Government, remain in place under Burnham. The income cut-off point is £35,000; all pensioners with incomes below that level qualify. Those on higher incomes will see the money reclaimed in instalments from pension payments over the following year.

Continuity Amid Political Change

Burnham, the former Greater Manchester Mayor, is expected to become Prime Minister on Monday, July 20, following Keir Starmer's resignation. There has been no indication that his Government would alter the Winter Fuel Payment system. According to sources close to Burnham, he would be keen to avoid the same controversies Starmer encountered over the issue. The majority of pensioners still qualify under this system, which aims to ensure money isn't wasted on the wealthiest who don't need it.
