Solihull Council's planning committee is set to decide on a major application for nearly 1,000 homes in Balsall Common, with officers recommending approval. The development, proposed by Harris Strategic Land and Colchurch Properties Limited, would create a new neighbourhood on green belt land between Station Road and Waste Lane, adjacent to the HS2 line.

Proposed development details

The outline planning application seeks permission for 970 homes, of which 50% would be affordable housing—split 65% social rented and 35% shared ownership. Additionally, 70 units are earmarked for a care home or retirement accommodation. The scheme includes land for a primary school, extra parking for Berkswell Railway Station, and public open space.

According to a planning statement submitted by the developers, the proposal presents "a significant opportunity for Solihull Council" with extensive collective benefits. Planning firm Pegasus Group, acting on behalf of the applicants, stated: "The site provides an opportunity to create a new living environment of the highest standard, which reflects the local vernacular and contextual surroundings. The proposals will deliver an attractive, locally distinguishable and sustainable urban extension to Balsall Common."

Planning officer recommendation

Council planning officers have classified the site as "grey belt"—green belt land considered suitable for housing development. Their report to the committee notes objections from Balsall Common ward councillors, Meriden and Solihull East MP Saqib Bhatti, and 224 residents who signed a petition against the scheme.

An illustrative masterplan shows the site situated west of Balsall Common, with the HS2 line running along its eastern side. The layout, scale, landscaping, and appearance of dwellings would be determined in a future reserved matters application if outline permission is granted.

Public meeting details

The planning committee meeting will be held at the Civic Suite from 5pm on July 15 and is open to the public. It will also be streamed live on the council's website at solihull.gov.uk. Residents can view the plans by searching for application PL/2023/01520/PPOL on the council's planning portal.
