24-Hour Gym Proposal for Former West Bromwich Steelworks Site Proceeds to Appeal
A proposal to establish a 24-hour gymnasium within a former industrial facility in West Bromwich is advancing to an appeal, despite initial rejection by local authorities. The plan by D1 Gyms aims to repurpose part of the old Trident Steelworks on Albion Road, but Sandwell Council declined the application, citing conflicts with long-term employment land objectives.
Council Rejection and Planning Conflicts
Sandwell Council turned down the gym proposal, emphasizing that the 19-acre site is designated for employment purposes in the emerging Sandwell Local Plan, which outlines development preferences up to 2041. The council stated that the gym use would undermine policies safeguarding land for residential and employment-generating activities, potentially leading to a loss of much-needed available space for such uses.
In its refusal report, the council highlighted that the site is part of a residential allocation in the adopted development plan, and converting it to a gym would conflict with policies protecting allocated sites for housing and ancillary purposes. The delayed local plan, still under review and expected later this year, allocates the area as local employment land, further complicating the gym's approval.
Gym's Appeal and Community Benefits
D1 Gyms has now lodged an appeal with the government's Planning Inspectorate, which holds the authority to overrule the council's decision. The fitness firm argues that the proposal represents a sustainable and community-focused development, reusing a vacant building to meet local fitness needs without requiring structural modifications.
According to the application statement, the gym would feature open-plan exercise areas, changing rooms, and ancillary spaces like a reception, all designed to be unobtrusive and inclusive. The firm contends that the existing warehouse is ideally suited for adaptation, aligning with local planning policies by promoting the reuse of underutilized property.
Historical Context and Site Status
The former Trident Steelworks site has a complex history, having been earmarked for over 740 homes in Sandwell Council's plans adopted in 2012. However, the area remains undeveloped, with no significant construction activity by developers to date. This vacancy has sparked debates over optimal land use, balancing employment generation against community amenities like fitness facilities.
The appeal process will now determine whether the gym can proceed, weighing the council's employment land ambitions against the gym's potential to revitalize a dormant industrial space.
