Plans have been submitted to convert a three-bedroom end-of-terrace family home on Kingsley Street in Pleck, Walsall, into a seven-bedroom House of Multiple Occupation (HMO). The proposal includes installing a loft dormer to create additional accommodation.

Details of the Proposed HMO

If approved, the ground floor will house two bedrooms along with a shared kitchen, lounge, and dining area. The first floor will contain three bedrooms, and the loft dormer will add two more bedrooms. All rooms are planned to have en-suite bathrooms.

Pleck's High Concentration of HMOs

Pleck is already one of the wards in Walsall with the highest number of HMO licenses, holding 16 mandatory licenses. This ties with the former Birchills Leamore and Willenhall South wards. Only St Matthew’s ward has more, with 44 licenses in total.

Applicant Faysal Ali argues that the proposal will not lead to an overconcentration of HMOs in the area and will not introduce any incompatible activity. He added that the property will be professionally managed, with tenants referenced and bound by a behaviour agreement.

The planning statement asserts: “The proposed development represents a well-considered, sustainable and policy-compliant scheme. It provides high-quality HMO accommodation, preserves the character of the area and protects residential amenity.”
