The Department for Transport (DfT) is consulting on new eyesight requirements and cognitive tests for motorists born before 1955. Drivers over age 70 could face mandatory eyesight tests as part of licence renewal, moving away from the current self-declaration system.

Proposed Changes for Older Drivers

The DfT stated: "Vision is a critical component of safe driving and ensuring that older drivers can meet the minimum standards required for driving directly addresses a key factor in road safety." The consultation seeks views on introducing mandatory eyesight tests for drivers aged 70 and over during the licence renewal process.

Support from Optometrists

The Association of Optometrists supported the proposal, saying: "Introducing a mandatory requirement for drivers to provide evidence of a valid sight test when applying for a licence and at each renewal would be a practical way to improve both road safety and public eye health." They emphasised that a full sight test offers a clinical assessment evaluating visual acuity, need for corrective lenses, and overall eye health, unlike simple vision screening.

Even drivers meeting the legal minimum standard may have uncorrected vision, and appropriate correction can enhance contrast, clarity, reduce eye strain, and support quicker reaction times. The test would also assess binocular vision, depth perception, and detect early signs of eye disease such as glaucoma or macular conditions.

Implementation and Benefits

Where clinically indicated, visual field tests may be conducted. Optometrists are well placed to triage older drivers and refer those needing functional testing into the appropriate DVLA pathway. The Association asserts that conducting tests through regulated optometrists ensures consistent professional standards and public trust.

Overall, sight tests as a mandatory component of licence renewal would act as both a road-safety measure and a public health intervention, improving driver safety while enabling earlier detection and management of eye conditions.
