Government Consultation on Tougher Penalties Closes
A major crackdown on illegal number plates is underway, with drivers potentially facing fines of up to £1,000 and penalty points on their licences. Police chiefs and ministers are targeting the widespread use of false, modified, or cloned plates—known as ghost plates—which render vehicles invisible to speed cameras and ANPR systems.
The government consultation on stricter laws has now closed, and ministers are considering options to deter offenders. The move comes amid a surge in number plate theft and cloning, which has left law-abiding motorists unfairly receiving speeding tickets and prosecution notices.
Rise in Number Plate Theft and Cloning
DVLA figures reveal that 7,381 stolen plate incidents were recorded last year, a 30% increase from 5,683 the year before and more than double the 3,376 thefts logged in 2021. Cloning reports have followed a similar trajectory, rising 53% over the same period—from 7,430 incidents in 2021 to 11,394 last year.
Brazen motorists modify plates or fit false ones to evade detection, causing significant enforcement challenges. The impact on innocent drivers is severe: when a plate is stolen or cloned, the victim may receive fines and prosecution notices for offences they did not commit.
