Tory Leader Proposes No Fines for 22mph in 20mph Zones Across England
Conservative Party leader Kemi Badenoch has announced a significant policy shift, stating that drivers should not face fines for travelling at 22mph in 20mph zones if the Tories win the upcoming election. This proposal aims to refocus enforcement on dangerous driving rather than minor speed breaches.
Background on 20mph Speed Limits
Research indicates that at least one in six roads in the UK now have 20mph speed limits. Currently, drivers who exceed these limits risk a £100 fine and three penalty points on their licence. The issue gained attention after a doctor made headlines for accumulating nine penalty points for driving at 22mph in a 20mph area.
Badenoch's Stance on Fines and Safety
In an interview with LBC on Monday, Badenoch emphasized that fines should prioritize safety over revenue generation. She argued, "I think that these fines should be about safety, not about making money. I don't think that's what people should be getting points on their licence for. They should be getting points on their licence for driving dangerously. 22mph is very different from driving dangerously. I think let's bring some balance into it."
She further suggested that police resources would be better spent on catching burglars instead of penalizing minor speed infractions.
Road Safety Concerns and Expert Opinions
RAC road safety spokesperson Rod Dennis expressed concern over the prevalence of excessive speeding. He noted, "It's concerning that our research indicates excessive speeding has become so commonplace because the consequences are very severe, a fact borne out by Government data showing it contributes to 21 per cent of all fatal collisions."
Dennis highlighted that excessive speeding is particularly worrying on 20mph and 30mph roads, where vulnerable users like pedestrians, cyclists, and e-scooter riders are most common.
Support for Lower Speed Limits in London
In contrast, Will Norman, London's walking and cycling commissioner, praised the expansion of 20mph limits. Transport for London revealed that 264km of London roads now have 20mph restrictions. Norman stated, "We have already seen the transformative impact of new cycleways, expanded School Streets, and lower speed limits helping to reduce road danger across the city."
He added that further funding will support boroughs in advancing these measures, aligning with the Mayor's Vision Zero strategy to eliminate all deaths and serious injuries from London's transport network by 2041.
The debate continues as political promises clash with road safety data, highlighting the balance between enforcement and practical driving behavior.
