New Consultation on Mandatory Waiting Period

The Department for Transport has introduced a consultation focusing on a mandatory waiting period between passing a theory test and taking a practical driving test for category B car licences. This move aims to enhance road safety and ensure that new drivers are adequately prepared before obtaining their full licences.

Surge in Driving Test Passes

According to recent data, 953,010 practical driving tests were passed last year, marking the highest number since 2008. In January alone, test passes increased by 17 percent compared to the same month last year, indicating a growing number of individuals seeking to drive.

Increased Demand for Affordable Vehicles

Gumtree, the online marketplace, reported that nearly 10 million views were recorded on cars priced under £5,000 in the opening weeks of 2026. Enquiries and replies to listings rose by 25 percent in January compared to December, highlighting a strong demand for budget-friendly vehicles.

Louis Maxwell, a motoring expert at Gumtree, commented: "Demand for sub‑£5,000 vehicles is incredibly strong, creating real opportunity not just for buyers, but for sellers too."

Government Statements and New Booking Procedures

Labour Party Transport Minister Lilian Greenwood emphasized in January that "learning to drive is a huge moment in a young person's life, but that freedom comes with responsibility." From later in spring 2026, several changes will be implemented to the driving test booking process:

  • Learners will need to book their car driving test themselves on GOV.UK, as driving instructors will no longer be able to do so.
  • Tests should only be booked at a centre the learner intends to use, with moves limited to nearby centres.
  • Learners are advised to book only when their driving instructor confirms they are ready.
  • Using the driving instructor’s reference number during booking will prevent double-booking.
  • Only two changes to appointment dates will be allowed, so learners should choose a realistic date.

These changes are part of broader efforts to streamline the driving test system and ensure that new drivers are well-prepared for the responsibilities of being on the road.
